UPM, private company behind dog killing ops
Universiti Putra Malaysia (UPM) and a private company have been implicated in the killing operations of dogs that was conducted in December 2024 and January 2025.
Dr Kartini Farah Rahim of Filbert’s Foundation for Furry Friends revealed the details of the two operations during a press conference this morning. Kartini is also Pertubuhan Pelindung Khazanah Alam (Peka) deputy president.
“There were killings by way of shootings and poisoning near several faculties in UPM. Two operations were conducted. A total of 15 dogs were killed in the first ops and three more in the second.
She also pointed out that the killing operations were authorised by UPM’s Occupational Safety and Health Administration Office to the contracting company, PSH Care Services.
Animal rights lawyer and activist Rajesh Nagarajan meanwhile questioned how can a public university allow unlawful killing of dogs. Rajesh is also Pertubuhan Pelindung Khazanah Alam (Peka) president.
“Section 30 of the Animal Welfare Act does not allow shooting of dogs, so why is UPM involved in criminal activities?
“Tax payers money are funding UPM to murder dogs. Now we have public universities murdering dogs.”

He also presented documented evidence of UPM’s involvement with PSH Care Services.
“All who are involved must be suspended and sacked. UPM’s name is tarnished.
“Police and the Department of Veterinary Services must act against those culpable under the Animal Welfare Act
“UPM is shooting and murdering dogs. They are hiring executioners to do it.
“The icing of the cake is UPM has a veterinary faculty.
“They could have used the faculty to neuter the dogs.
He also had a question for UPM.
“Where were the dogs buried? These dogs deserve justice.”
He also questioned whether the police was informed of the operations since the police need to be notified when weapons are used.
“Where did PCH Care get the weapons to kill the dogs? How can they have weapons to kill?
“Police needs to be informed even for the shooting of crows. Was the OCPD of Serdang police informed?”
Rajesh also confirmed that a police report will be lodged regarding this matter today.
