Misleading, illogical response, UPM gets slammed
Pertubuhan Pelindung Khazanah Alam (Peka) slammed the response of Universiti Putra Malaysia (UPM) to the killing operations of dogs as misleading and illogical.
“UPM claims to have taken note of public concern but fails to admit its own responsibility in authorising or permitting the shooting and poisoning of dogs within its campus.
“Such omission misleads the public into believing this was an unfortunate occurance rather than a direct breach of law,” said Peka president Rajesh Nagarajan and secretary general Vimla Raghawan in a joint statement.
They also hit out UPM’s regret over the two dog killing operations as it did not absolve the public university from liability.
The duo also pointed that UPM claims to be committed to act ethically and in compliance but acted against Section 30(1) of the Animal Welfare Act 2015 that prohibits shootings of dogs.
They also pointed out that UPM’s decision to establish an internal inquiry committee as illogical.
“Crimes cannot be investigated internally by the offender itself.
“As the offence is criminal in nature, it is incumbent upon UPM to immediately lodge a police report against the officers and contractors involved in the killings and to fully cooperate with enforcement authorities.”
Instead of a misleading response, Peka urged UPM to do three three things:
- Lodge a police report against all responsible officers and contractors
- Suspend the implicated staff pending independent investigation.
- Fully cooperate with Department of Veterinary Services and the police in a criminal prosecution.
Peka pointed out that UPM’s failure to do the above would amount to UPM being complicit in covering up crimes against animals.
The public university had denied that it engaged PSH Care Services to conduct two dog killing operations.
UPM regretted the ‘incidents’ had taken place and said it will conduct an internal probe.
This was in response to Peka’s expose that U{-PM roped in PSH Care Services for the killing operations that was conducted in December 2024 and January 2025.
