Measures undertaken to raise the number of Indians in high skilled job sectors
The Human Resources Ministry has undertaken strategic measures to raise the participation of Indians in the high skilled job sectors via several initiatives.
“The Human Resources Development Corporation (HRD Corp) has introduced the Malaysian Indian Skill Initiative (MISI) which is a targeted skills training programme to enhance the Indian community through career development and high skills,” said Human Resources Minister Steven Sim in a written reply.

“The HRD Corp is focusing on eight focus areas that would provide labour and skills necessary for the present and future. The eight are ICT, Electric Vehicle, Semiconductor Technology, Solar Energy Technology, Aerospace and Aircraft Engineering, Data Center, Cloud Practitioner dan Generative AI.
“As of October, 1,550 trainees were offered skills training with financial aid amounting to RM10 million.
The trainees who complete their training are certified by professional bodies such as Professional Certification in Al Content & Data Specialist, UI/UX design with generative AI, Safety Management System (SMS) & Aircraft Fuel Tank Safe (FTS).”
“Talent Corporation Malaysia Berhad (Talent Corp) via MISI 2.0 are offering skills training programmes with guaranteed job placements for Indian youths.
This initiative aims for 500 trainees to receive training and placements by the end of this year with a starting pay of RM3,000 and above. A total of 406 participants have joined this year.
Over 5,000 highly skilled Indians in the job market
Based on SOCSO records since January, 5,435 out of 12,845 Indians are in high skilled job sectors.
Sim was responding to Datuk Seri M Saravanan (BN-Tapah) who queried on the specific strategic measures undertaken by the Human Resources Ministry to raise the participation of the Indian community in the high skilled job sectors.
Earlier on he also noted that the Labour Force Survey by the Statistics Department recorded a rise in the number of Indian labour from 1,031,000 in the first quarter of 2025 to 1,039,100 in the second quarter.
The social mobility uplifting of the community is carried out based on the Malaysian Indian Blueprint and the Indian Community Action Plan that focuses on education and talent development.
